1: Power on Paper Isn't Always Power in Practice
Who's supposed to have authority and who actually exercises it aren't always the same thing. Before assuming a decision is final, check whether the person or body making it actually has the jurisdiction to enforce it.
2: Overlapping Authority Isn't a Bug
